Canada Express Entry Program

There is a lot of excitement, accompanied by uncertainty, about the new Express Entry system applicable for grant of Canada Permanent Resident Visa, being introduced by Citizenship and Immigration Canada from 1stJanuary 2015. Thankfully, with announcement of points system applicable under express entry program, the applicants can plan their applications to be filed under Federal Skilled worker Class for immigration to Canada.

Canada Express Entry Program 2015 – Background

Under the current system for selection of candidate under Canada FSW program, applicable till 31stDecember2014 the applications are accepted based on a specified selection criterion and occupation list of select occupations. Those qualified are accepted on First-in-the-queue basis. As per the announcement by citizenship and Immigration, Canada, it will all change from 1st January 2015.

Under the proposed Express Entry Electronic system, the Canadian employers and provinces will have access to a database pool of professionals and trades person. After short listing the candidates, the employers will approach Department of Employment and Social Development, Government of Canada and apply for Labor Market Impact assessment. Such an assessment indicates that the employer tried to look for similar profiles within Canada but was not successful. He is therefore permitted to make an offer to a professional or trades person or a candidate qualifying under Canadian Experience class whose profile is listed in the pool of Candidates under express entry on-line system or is in the Canada’s job bank. Armed with such an offer, the candidate can expect an invite from Citizenship and Immigration Canada (CIC) to file an application for permanent residence visa to Canada. It is indicated that application processing after getting invite from CIC - time in such a situation will be within 6 months.

Further CIC announcement has confirmed that even applicants NOT getting or having an offer of employment as described above can get their application into the express entry pool.

Essentially, the Express entry program may have following stages:

  1. Candidates meet the minimum requirements such as getting educational credentials and undergoing IELTS test and gets other critical documents ready. Full details of such requirements will be announced only on 1st January 2015.

  2. Candidate files an on-line express entry form and may be asked to provide information related to his qualifications, experience, occupation, Language skills, Canadian Education, Canadian Experience, Spousal language skills as also presence of any blood relations in Canada.

  3. He may be asked to indicate which of the economic class migrant programs he is making the application under – Federal Skilled Worker Class, Canadian Experience Class, Canada Foreign Tradesperson class.

  4. The applicants will then file their profile into the Canadian job bank.

  5. The electronic system will then rank the pool of applications and higher the candidate appears in the rank, better are the chances for him to get an invite for filing a Canada PR application. It is expected that the candidates should also file available confirmed job offer from a Canadian employer to be part of the pool. Candidates who meet the selection Criteria and have a confirmed job offer from a Canadian employer will be ranked higher in the Express entry pool and will get invite to file the PR application from CIC. But considering difficulty involved in getting confirmed offers of employment, even those in the express entry pool but without job offer will have a good chance of getting selected and issued invite to file for Canadian permanent residence visa. Those appearing higher in ranking as per point system will be chosen in regular draws.
  6. As per new change in process current educational and professional qualifications of the principal applicant will assess by a Canadian credential assessment agency. Such an assessment will confirm the equivalency of the principal applicant's qualifications.
